Our independent Probity services ensure there is fair dealing with suppliers, with no conflicts of interest and processes that are accountable and transparent and with the clarity to withstand scrutiny in any subsequent review.

Peter Bruton
Founder & Executive Director
Peter is Executive Director and founder of Argyle Probity & Governance, which began operations in Brisbane in November 1998, as Argyle Corporate Advisors. Argyle operates as a provider of probity advice and probity auditing services and advice to Boards and Chief Executive Officers on matters of governance and project and process review services. These services have been provided primarily but not exclusively, to major Queensland State Government Departments and GOCs. Peter has advised Queensland companies and the State Government in many major infrastructure and other projects including advice to the Boards of Stanwell and CS Energy in relation to project review and Governance including the development of Protocols to manage conflict of Interest Issues. Other advisory roles have included the provision of probity services for the sale of Golden Casket Corporation to Tattersall’s, the sale of Enertrade’s Gas Assets and the sale of the Wind Power Assets of Stanwell and Tarong, the sale of the State’s interest in the Cairns, Mackay and Brisbane Airports and the sale of the State’s interests in the Aurukun bauxite deposits. These transactions were undertaken for Queensland Treasury. Peter has also undertaken many probity assignments for Queensland Health, the Coordinator-General, the Department of State Development, Infrastructure and Planning (including predecessors) and the Department of Transport and Main Roads. Recent assignments have included procurement of the Toowoomba Second Range Crossing, the Government Wireless Network, the Gold Coast Marine Development, Yeerongpilly Landing Project; the South East Queensland Water Grid Pipeline Procurement Program; the Aurukun Bauxite Project; the Sunshine Coast University Hospital; the Port of Brisbane Motorway, the Ipswich City Heart Project and a number of Contestability projects for Queensland Health. Peter has over 20 years' experience in corporate finance, including mergers and acquisitions, takeover advice, capital raisings and corporate and industry restructurings. Peter is a former Director and Head of Corporate Finance in Queensland for Schroders Australia and Hambros Australia. He became a Partner and Divisional Director of Corporate Finance for Ernst & Young in Brisbane in 1991 before forming Argyle. Peter is a Fellow of the Institute of Chartered Accountants in Australia (FCA) and a former State Chairman and National Councillor of that institute. He is a Fellow of the Australian Institute of Company Directors (FAICD). He is also a former member of the Gladstone Economic and Industry Development Board and the Queensland Sustainable Energy Innovation Fund appointed by the Queensland Government
Stuart Booker

Stuart has a long and successful career in advising public and private sector clients on a wide range of commercial matters, extensively involving risk management and commercial evaluation. He has a strong understanding and knowledge of the Project Assurance, Value for Money and Public Private Partnership Frameworks, which has been developed through his policy development and representation responsibilities in senior roles which he has performed in Queensland Treasury. Stuart has assisted the West Australian Government over the last two and a half years, on a range of matters relating to the resources sector in that state. He has also assisted the Northern Territory Government on commercial aspects of infrastructure and resources & energy developments, as well as developing a regional economic development strategy for East Arnhem, after the demise of the Gove alumina refinery. His other recent work has included assisting a private training organisation in obtaining a major contract with the Australian Department of Defence. Stuart has sound experience in a diverse range of probity assignments for the Queensland Government, which have recently included a major procurement aspect relating to the Abbot Point Coal Terminal expansion, tendering of leasehold land and selection of legal and commercial advisors. Stuart has sound experience in probity advice, which has recently involved assisting Queensland Government agencies on a range of probity assignments, including the selection of legal and commercial advisors for services provision to the Sunshine Coast University Hospital, recent initiatives involving the deployment of the Queensland Government’s contestability initiative, and a major contract for the demolition of a Queensland Government owned building which involves sensitive removal of bulk quantities of asbestos in an urban setting. Stuart's previous experience stems from his senior roles in the public and private sectors over 28 years, including Director General of the Queensland State Development Department, a career progression to Assistant Under Treasurer of the Commercial Division of Queensland Treasury, followed by Deputy Director General roles in Premiers Department and also the Mines and Energy Department, and several years as General Manager Business Development of a major energy utility. Virtually all of his public sector career has involved closely working with private sector proponents, either from a Treasury/risk management perspective, or leading facilitation efforts to advance major projects. This work included representing Queensland Treasury in tenders and negotiations involving investment in major gas pipelines during the emergence, and subsequent rapid growth of the gas industry in Queensland. In recent years, Stuart also managed sensitive community recovery projects including the aftermath of the Narangba Binary Chemicals fire, and the major land subsidence through Collingwood Park community near Ipswich. During 15 years from the mid 1990’s, including six years as Deputy Coordinator General, Stuart was instrumental in resolving administrative impasses and impediments that slowed or prevented the progression of major resources and energy development and infrastructure projects. He also represented the Qld Government as Director on several companies established to deliver infrastructure in Queensland. His achievements were recognized with the Public Service Medal for “Service to developing the economy and infrastructure of Queensland“ in 2007. Stuart has also recently advised the governments of WA and the NT on commercial and regulatory issues relating to major resources and energy projects. Bill Turner

Bill has over 40 years’ experience in the public sectors of Victoria and Queensland including approximately 25 years’ experience in very senior financial and corporate services roles. He has an excellent understanding and knowledge of probity principles, policies and frameworks and governance requirements associated with procurement and contract development and negotiations. Bill also has a good knowledge of the requirements of the Queensland Procurement Policy 2013, the Public Service Act and the Public Sector Ethics Act in relation to probity and ethical conduct. Bill has significant experience as a probity advisor having undertaken assignments in relation to a number of asset transactions for projects such as the sale of the Aurukun bauxite resource, the Ipswich City Heart Project, the redevelopment of the Coopers Plains Precinct and the Government’s interests in Brisbane, Cairns and Mackay airports, , the and He has also undertaken major probity assignments including the procurement of the Toowoomba Second Range Crossing project, the procurement of Community care Units for the Darling Downs Hospital and Health Service, Port of Brisbane Motorway Business Case, the Sunshine Coast University Hospital Business Case, the procurement of IMIP advisors for DTMR, the Central Energy Facility for the Queensland Children’s Hospital, the Moreton Bay Rail Link Business case, the Sunshine Coast Transport Project Preliminary Evaluation, the Queensland Police Service procurement of a Computer Aided Dispatch system and various redevelopment or development projects for Queensland Health. He has developed many probity work plans and associated probity plans and codes of practice associated with the above assignments. He has an excellent understanding of governance and conflict of interest issues and the identification and management of those issues Bill holds a Bachelor of Commerce from the University of Melbourne and is a Fellow of the Australian Society of Certified Practising Accountants (FCPA), the Governance Institute of Australia (FGIA), Company Secretaries Australia (FCSA) and the Australian Institute of Company Directors (FAICD). He has completed the Advanced Management Program at the University of Hawaii and the IAMA course for accreditation as a probity services practitioner and is an accredited Gateway Review Team member in Queensland and Victoria. Bill is also an external member of the Audit Committee for the Council of the City of Gold Coast, a member of the Board of the Gold Coast Waterways Authority and Chair of its Audit Committee, Deputy Chair of the Gold Coast Committee for Regional Development Australia and is an external member of the Audit and Risk Committee for the Gold Coast Hospital and Health Service. Rob St Clair

After a long association with Peter Bruton throughout individual professional careers, Rob joined Argyle Probity & Governance Advisers early in 2023. Since commencing with Argyle, Rob has participated in meetings as Probity Adviser for: -Sunwater- Paradise Dam Improvement Project -Stanwell: CQ-H2 Central Queensland Hydrogen Project -Qld Treasury: Qld Resources Common User Facility -Metro South Hospital & Health Services – Medical Imaging Services Rob qualified as a Chartered Accountant early in his professional career with an international accounting firm after completing a Bachelor of Commerce degree at the University of Queensland, St Lucia Campus. Rob now has over forty years’ experience as a professional accountant, is a Fellow of Chartered Accountants Australia New Zealand and a Registered Company Auditor with Australian Securities and Investments Commission ("ASIC"). While an equity partner in the firm, Mann Judd Chartered Accountants, Rob was the Queensland representative on the Executive Committee of the Mann Judd National Association, the association of Mann Judd Chartered Accountants firms in each state of Australia, and for several years also served as chair of the National Training Committee of that Association. Rob was also an Accredited Mindshop Facilitator conducting workshops and training for client firms in the areas of Continuous Improvement processes for their organizations. Rob’s experience as a Chartered Accountant has been predominantly in the commercial auditing field. In that role he became senior field auditor and then progressed to signing partner for companies with reporting requirements to ASIC, and entities with reporting and auditing requirements under other legislation, such as the Australian Charities and Not-for-Profits Commission and Associations Incorporation Act (Qld). The role required liaising with client teams up to Chief Financial Officer and Board level, building and maintaining strong client relationships throughout the audit process up to finalisation of statutory reports and completion and presentation of reports to audit committees and Board meetings. Rob has also acted as Engagement Quality Control Reviewer where required by auditing standards. Rob was lead director on teams that successfully submitted tenders to Queensland Audit Office (“QAO”) to act as sub-contract auditor for several QAO audit tender packages. Rob has also held a senior position as Contract Auditor assisting various teams from the QAO with completion of public sector audits.
